The goal is to improve health and prevent disease. This is realized in the form of counselling activities in the community through various media; (2) health protection targeted to vulnerable populations with the aim of providing special protection. This is realized through ensuring that health workers use complete PPE, as well as providing counselling to special groups and vaccination; and (3) early diagnosis and prompt treatment targeting populations that are sick or in the incubation period. It is for having early detection and cutting the chain of disease transmission. This was amplified during the Covid-19 pandemic.

Furthermore, Agus Setiawan noted that in order to meet the challenges of health services in the age of disruption, health service innovations and the development of health human resource competences are required.
